While Council Meetings may have been short this month, Council still got some big things done. Some highlights include:
- Council gave first reading to Bylaw No. 886-26, which is an updated version of the Noise Bylaw. This updated version allows for noise created by snow clearing, which the previous bylaw did not.
- Council held public hearings for, and approved, two (2) conditional use applications in the Niverville Business Park.
- Council held a Public Hearing for, and voted to pass, a zoning amendment bylaw to rezone the section of land south of PR 311 and west of Krahn Road South.
- And more!
Last Month at Council (or LMAC for short) is designed to give residents and ratepayers of the Town of Niverville a quick look at what Council passed and approved over the last month, with helpful descriptions of terms that may not be common knowledge.
You can see the whole report for February 2026 below. Let’s get into it!

- Council gave first reading to Bylaw No. 886-26, a bylaw to regulate noises within the Town of Niverville.
- This is an updated version of the previous Noise Bylaw, and it provides allowance for noise created by snow clearing, which is something that the previous bylaw did not.
- Council approved updates to the schedules of the Fees and Charges Bylaw No. 872-24.
February 17th, 2026 – Council Meeting
- Council held public hearings for, and approved, 2 conditional use applications in the Niverville Business Park:
- An application to allow for the outdoor storage of vehicles and implements at 525 Wittick Street, with the following conditions:
- All external storage is enclosed by a fence consistent with the Niverville Business Park Design Guidelines, including the outlined opacity standards and storage requirements.
- The property owner enters into a development agreement with the Town.
- An application to allow for a structural steel and metals fabrication business at 640 Wittick Street. This was approved on the conditions that:
- All external storage is enclosed by a fence consistent with the Niverville Business Park Design Guidelines, including the outlined opacity standards and storage requirements.
- The property owner enters into a development agreement with the Town.
- An application to allow for the outdoor storage of vehicles and implements at 525 Wittick Street, with the following conditions:
- Council held a public hearing for, had second and third reading, and passed Bylaw No. 884-25. This Bylaw rezoned Part of NW ¼ 25-7-3 EPM, Deposit number 1475-2025, Subdivision File# 4340-25-9176.
- In plain language, this is the section of land south of PR 311 and west of Krahn Road South, which is the land surrounding the new movie studio.
- This bylaw rezoned the area from “Agricultural Limited” (AL) and “Commercial Corridor” (CC) to a number of different residential, commercial, and public reserve zones.
- You can see the bylaw here: https://www.whereyoubelong.ca/wp-content/uploads/2026/01/BL-884-25-Zoning-Amendment-Highlands-West.pdf
- There was a minor alteration to the bylaw after it was given first reading on Tuesday, December 16th, 2025. This minor alteration removed the thin strip of proposed public reserve land, as seen on the map attached to the bylaw at the link above.
- Council approved the Recreation Subsidy Program Policy R1-26, which outlines opportunities for financial assistance for Town residents to participate in the Niverville Recreation programs, camps, and spaces.
- Council rescinded the Commercial & Industrial Square Footage Incentive Grant Policy F1-20.
- The reasoning behind this is that this policy is no longer necessary due to it being a duplication of the newer Business Incentive Grant Policy F4-16.
- Council approved updates to Schedule “A” and “F” of the Fees and Charges Bylaw No. 872-24.
- Council approved payment of $723,307.61 in cheques and electronic fund transfers.
- Council gave second and third reading to, and passed, Bylaw 886-26, which is a bylaw to regulate noise in the Town of Niverville.
- This included Council amending Schedule “A” of Bylaw Enforcement Bylaw No. 778-27 to remove reference to the old noise bylaw and replace it with the new one.
- Council gave first and second reading to Bylaw No. 887-26, which renames Balgownie Street and Montrose Avenue to Balgownie Drive.
