It’s budget season! On March 17th, 2026, Council held first reading of the 2026 Financial Plan, along with a presentation of what’s included. The Public Hearing for the 2026 Financial Plan is scheduled for Tuesday, April 21st, 2026, at 7:00 PM at the Niverville Community Resource & Recreation Centre, 501 Centre Street, Niverville, MB.
Some other highlights include:
- The Niverville Fair is coming soon! Council approved a raft of different things in preparation, such as street closures, noise nuisances, and licensed hours. The fair is happening June 12th and 13th, 2026.
- The Town passed an Asset Retirement Obligation Policy to help deal with retiring assets from an accounting standpoint.
- Council approved the sale of the Lagoon to RSR, putting us one step closer to the RSR Wastewater Facility.

March 3rd, 2026 – Council Meeting
- Council held a public hearing for, and approved, Conditional Use C6-26 for the operation of a transfer and feed business, and exterior storage including roll-off bins, trailers, and equipment at 850 Yellowquill Avenue in the Niverville Business Park, subject to the following conditions:

- That all exterior storage is enclosed by a fence consistent with the Niverville Business Park Design Guidelines, including the outlined opacity standards and storage requirements; and
- That the property owner enter into a Development Agreement with the Town.
- Council approved the sale of the Town’s Sewage Lagoon to the Red Seine Rat (RSR) Wastewater Cooperative Ltd., effective March 18th, 2026.
- Council approved the Asset Retirement Obligation Policy F1-26, which outlines how the town will deal with (from an accounting standpoint and to the relevant accounting standard) assets that it is obligated to retire, and to establish roles and responsibilities for the various staff departments.
- Council approved a scope change to the PR 311 Widening Contract with Stantec Consulting Ltd for $893,120.00, to include Administration and Post Construction Services, for the PR 311 Widening from Wallace Road to Mulberry Avenue and Associated Works.
- Council approved payment of $321,608.51 in cheques and electronic fund transfers.
- Council gave third reading to and passed Bylaw 887-26, a bylaw to rename Balgownie Street and Montrose Avenue to Balgownie Drive.
- Council approved the December 31st, 2025 unaudited financial statements as presented.
- Following the due tendering process, Council awarded the contract for PR 311 Widening from Wallace Road to Mulberry Avenue and Associated Works to Maple Leaf Construction Ltd., who submitted the lowest bid of $9,984,466.16 plus applicable taxes.
March 17th, 2026 – Council Meeting
- Council held public hearing for, and approved, Variation Application V5-26, to allow for a reduce front yard setback to no less than 25′ and a reduced rear yard setback to no less than 11′ 6″ on 27, 31, 35, and 39 Fairway Drive, and to reduce the North side yard setback of 27 Fairway Drive and South side yard setback of 39 Fairway Drive to no less than 7’6″.
- Council approved payment of $7,335,883.15 in cheques and electronic fund transfers.
- Council gave first reading to Bylaw No. 888-26, Niverville’s 2026 Financial Plan.

- The Niverville Fair is coming up quickly! In preparation for this, Council authorized:
- That approval be given to the request for Main Street to be closed from June 11th, 2026, at 4:00 PM to June 14th, 2026, 7:00 PM, subject to the following conditions:
- That the Niverville Fair Committee notify all businesses along Main Street of their intentions to close the street and to address any concerns raised by business owners;
- That all conditions as requested by Manitoba Transportation and Infrastructure are met by the Niverville Fair Committee;
- That the names and phone numbers of individuals who may be contacted should an emergency arise, and it becomes necessary to access Main Street, be provided to the Town;
- That a map be provided to the Town’s Operation Manager outlining the detour route, including locations for detour signs and clearly indicating alternative routes; and
- That the Niverville Fair Committee ensure that the barricades to Main Street are staffed when equipment and supplies are being moved in and out.
- That the Town of Niverville provide notice to the Province of Manitoba that the Town through its insurance broker, will continue the practice of saving harmless the Province of Manitoba from and against all claims, liabilities, losses, or suits that may arise from vehicles using the designated detour route which will result in the closing of Main Street from Jun 11th, 2026 to June 14th, 2026, within the Town of Niverville.
- The approval be given for the following hours for the Niverville Old Tyme Country Fair licensed event:
- June 12th, 2026 – 5:00 PM to 1:00 AM
- June 13th, 2026 – 1:00 PM to 1:00 AM
- That approval be given to create a noise nuisance to 1:30 AM on June 12th and 13th, 2026.
- That approval be given to the request for Main Street to be closed from June 11th, 2026, at 4:00 PM to June 14th, 2026, 7:00 PM, subject to the following conditions:
- Following the Town’s due tendering process, the contract for the 2026 On-call Equipment was awarded to Artel Farms Ltd., which submitted the lowest overall bid.
- Following the Town’s due tendering process, the contract for the Urban Forest Management Plan was awarded to Green Drop Trees, who submitted the lowest bid of $61,350.00 (plus applicable taxes).
- Council also authorized Green Drop Trees to complete the grant application for the Federation of Canadian Municipalities’ Growing Canada Community Canopies program for $5,000 (plus applicable taxes);
- All remaining components of the Urban Forest Management Plan contract, beyond preparation of the grant submission, shall be conditional upon the Town’s acceptance into the Federation of Canadian Municipalities’ Growing Canada’s Community Canopies program.
