Council had a busy end to 2025 in the past two months, including their Planning Session for 2026. As always, businesses continue to grow in our community, which you can see in some highlights below:

  • Council declared its intention to participate in the Alert MB, and authorized the CAO and other municipal staff to take all necessary steps to register, coordinate with provincial authorities, and implement local procedures to ensure its effectiveness.
  • The interim budget for 2026 was approved! Keep an eye out for further information on the 2026 Financial Plan public hearing as we get closer to April.
  • Council held public hearings for 10 Conditional Use applications, approving nine and denying one.
  • And much more!

Last Month at Council (or LMAC for short) is designed to give residents and ratepayers of the Town of Niverville a quick look at what Council passed and approved over the last month, with helpful descriptions of terms that may not be common knowledge.

Nov. 4th Council Meeting

  • Following the Town’s due tendering process, the contract for the Town of Niverville’s 2025/2026 Snow/Salt Sand Hauling was awarded to J. Merret Trucking, who submitted the overall lowest bid.
  • Council approved subdivision of 218 Ritchot Drive, to create one additional residential lot (for a total of two lots) and to open a public road, subject to the following conditions:
    1. That a municipal water connection is required if the total number of dwelling units across both subdivided lots increases from the original single dwelling unit to three or more dwelling units;
    2. That all underground infrastructure servicing the lots receive written approval from the Town.
  • Council approved amendments to Policy No. O1-17, Sewer & Water Service Connection Repair/Replacement, with the primary change being the transfer of responsibility for coordinating repair activities from the Town to the individual property owner.
  • Council approved payment of $650,022.64 in cheques and electronic fund transfers.

 

Nov. 18th Council Meeting

  • Council accepted the recommendation from the Board of Revision to amend the 2026 Assessment for 323 Troon Cove from $761,000 to $720,000.
  • Council held a public hearing for, and approved, Conditional Use C27-25, which amended Condition #4 of Conditional Use C11-23, by increasing the maximum combined seating capacity for both indoor and patio areas from 16 seats to 25 seats at 69 Main Street, subject to the following conditions:
    1. That the patio tables and chairs don’t encroach onto the sidewalk;
    2. That a waste receptacle be located outside the front of the building near the patio area during patio season;
    3. That the bakery operators ensure that all waste from the patio users is contained;
    4. That the maximum number of seats for all patrons is limited to 25;
    5. That all signage will be in compliance with the Town’s Zoning Bylaw in effect;
    6. That the approval for this Conditional Use expires if the use has been discontinued for a period of 12 months or more; and
    7. That approval is conditional upon compliance with the parking requirements established under the Town’s Zoning Bylaw, and such compliance may be achieved through a third-party agreement for nearby off-site parking, subject to the approval of the Town.
  • Council held a public hearing for, and approved, three Conditional Use applications in the Business Park:
    1. Conditional Use C28-25 to allow for the operation of a trucking business, including the maintenance of trucks and trailers at 420 Wittick Street.
    2. Conditional Use C29-25, to allow for a welding business featuring robotic welding at Unit 8 – 735 Schultz Avenue.
    3. Conditional Use application C30-25, to allow for a cabinet manufacturing business with a showroom and storage at 601, 611, and 621 Kuzenko Street, subject to the condition that the property owner enter into a Development Agreement with the Town.
  • Council held a public hearing for, and denied, Variance application V26-25 to vary the required setback distance for a proposed retail cannabis and vape store at Unit A – 237 Main Street. This variance asked to reduce the setback from 1,000 feet to 377 feet from a school or indoor/outdoor participant recreation facility.
  • Council approved payment of $370,612.16 in cheques and electronic fund transfers.
  • Council approved the October 31st, 2025, Financial Statement as presented.
  • Council approved the request to extend the timeline for the registered massage therapist operating under Conditional Use C11-25 at Unit 1 – 735 Schultz Avenue, originally set to expire on November 20, 2025, for an additional six (6) months.

December 2nd Council Meeting

  • Council held a public hearing for, and approved, Conditional Use C31-25, to allow for a social work and mental health services business to operate at C3-10 Cedar Drive.
  • Council held a public hearing for, and approved, two Conditional Use applications in the Niverville Business Park:
    • Conditional Use C32-25 to allow for a repair, sales and storage business for agricultural, semi-truck, and heavy equipment, and to allow for rental bays at 615 Pauls Street, subject to the condition that all uses for rental bays are approved through the Conditional Use process.
    • Conditional Use C33-25, to allow for a planned unit development at 810 Riel Cove.
  • Council approved the 2026 Council Committee and Board appointments and the Town’s 2026 Emergency Plan.
  • Council adopted an interim budget for 2026 and authorized the Chief Administrative Officer or his designate to pay all regular recurring expenses.

  • Council approved payment of $256,700.86 in cheques and electronic fund transfers.
  • First reading was given by Council to Bylaw No. 882-25 (a bylaw for 2026 staff remuneration) and Bylaw No. 883-25 (A bylaw for 2026 Council remuneration).

 

Dec. 16th Council Meeting

  • Council held a public hearing for, and approved, Community Planning Subdivision file no. 4340-25-9176, subject to the following conditions:
    1. That the Developer enter into a Development Agreement with the Town; and
    2. That a Zoning Bylaw amendment be obtained, rezoning all or portions of proposed lots to “CC” Commercial Corridor, “CN” Commercial Neighbourhood, “RSL” Residential Small Lot, “RMD” Residential Medium Density, “RHD” Residential High Density, and “PR” Parks and Open Space, as proposed.
  • Council held a public hearing for, and approved, Conditional Use C34-25, which amended Condition #3 of Conditional Use C18-20 by permitting exterior business signage, to include references to Cannabis and Vape at Unit 2, 41 Main Street, subject to the following conditions:
    1. That permitted hours of operation are set as follows:

Monday through Saturday:  8:00 a.m. to 10 p.m.

Sundays: 12:00 p.m. to 10 p.m.

    1. That the business complies with all directives and standards as set out by the Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) and that where these conditions noted conflict with LGCA, the most restrictive conditions shall prevail;
    2. That the exterior business signage will not contain any logo containing graphics relating to Cannabis; and
    3. That there be no view into the interior of the store from the exterior.
  • Council held a public hearing for Variance Application V238-25, and postponed its decision until January 20, 2026, to allow additional time for review and for consultation with the Town’s Fire Chief. This application asks to vary the required setbacks listed below on 14 Gleneagles Street:
    1. Reduce the minimum setback between an accessory structure and the east side yard property line from 3 feet to 1 foot; and
    2. Reduce the minimum separation distance between an accessory structure and the primary building from 3 feet to 0 feet.
  • Council declared its intention to participate in the Alert MB program and authorized the CAO and other designated municipal staff to take all necessary steps to register the Town of Niverville with the Alert MB program, coordinate with provincial authorities, and implement local procedures to ensure effective use of the system.
  • Council designated 2024, in accordance with Section 365(2) of The Municipal Act, as the designated year for tax sale for 2026, and that all properties in tax default for 2023 or earlier be offered for sale by auction on December 15, 2026.
  • Council approved an amendment to the Business Incentive Grant (BIG) Policy F4-16.
  • Council approved payment of $1,077,535.26 in cheques and electronic fund transfers.
  • Council approved the November 30th, 2025, Financial Statement as presented.
  • Council gave first reading to Bylaw No. 884-25, which is a bylaw to rezone Part of NW ¼ 25-7-3 EPM, Deposit number 1475-2025, Subdivision File no. 4340-25-9176.
  • Council gave second reading to, third reading to, and passed both Bylaw No. 882-25 (staff remuneration for 2026) and Bylaw No. 883-25 (Council remuneration for 2026).
  • Council approved updates to Schedules A, B, F, G and H of the Fees & Charges Bylaw No. 872-24.
  • Council approved moving expired Building Permit security deposits from permits dated 2022 and 2023 (in the amount of $12,500.00) that have not completed satisfactory final inspections, or had arrangements made for the completion of same, be moved to the General Operating fund.
  • Council authorized donation receipts to be issued to donors who designated a total of $7,255.00 to the Niverville Fire Fighter Association, with all funds directed toward the construction of the new Firehall.
  • Council authorized a donation receipt to local residents for a $1,000.00 donation to the Town’s Fire Department, with funds to be directed toward the construction of the new Firehall.
  • Council approved Policy No. F1-25, Receipt of E-Transfer Payments, a policy to provide clarity to Town staff regarding the circumstances under which e-transfer payments may be received, and to outline the information that must be communicated to the public to ensure accurate processing and record-keeping.
