Council was busy this past month of September! Some highlights include:
- Council passed Bylaw No. 881-25, which created designated officer positions in the Town of Niverville.
- Council passed Bylaw No. 862-25, which established revised water rates for the Niverville public water utility.
- This resulted in an effective increase of 5.45% on water utility bills.

Sept. 9th, 2025, Council Meeting & Public Hearings
- Council held a public hearing for and approved Conditional Use C19-25, which is an application from Hillside Legacy Development Corporation to allow a residential Planned Unit Development on Lot 2, Plan 73586, located along Station Road, on the condition that the Developer enter into a development agreement with the Town.
- Remember, a Planned Unit Development is a development project where the entire site is under a single plan to allow for flexibility in building locations, housing types, land uses, and open spaces.
- Council held a public hearing for and approved Conditional Use C20-25, which is an application from Subfusion Inc. for 41095 and 41100 6th North, and 715 and 725 Schultz Avenue for a Planned Unit Development, on the condition that the applicant enter into an Amending Development Agreement with the Town.
- Council held a public hearing for and approved Conditional Use C21-25, which is an application from H2 Blinds Ltd, to allow for a manufacturing business that specializes in the production of blinds, cabinets, and countertops at 600 Wittick Street in the Business Park, on the condition that the applicant enters into a Development Agreement with the Town.
- Council held a public hearing for and approved Conditional Use C22-25, which was an application from Rooman Chaudhry to allow for indoor and outdoor storage of construction materials, as well as a metal-bending business at 821 Riel Cove, on the condition that the applicant enter into a Development Agreement with the Town.
- Council approved a total of $646,697.17 for payment by cheques and electronic fund transfers.
- Council gave first reading to Bylaw No. 881-25, which is a bylaw to create the positions of designated officers for the Town of Niverville.
- What is a designated officer?
- Section 130 of the Municipal Act provides that “provides a council powers that it may by bylaw establish one or more designated officers to carry out the powers, duties and functions of a designated officer under the authority of a bylaw, the Act or any other Act”.
- In plain language, a designated officer is someone who has the authority to enforce bylaws, sign documents and cheques, and perform other duties that the Municipal Act provides to designated officers. This bylaw allows certain employees of the Town to act as designated officers, and to empower other employees to act on their behalf, such as for the enforcement of the parking bylaw.
Sept. 23rd, 2025, Council Meeting
- Council approved an amendment to Policy F2-17, the Cheque Replacement Policy. These amendments include:
- Renaming the policy to the Payment Replacement Policy;
- Adding clarification regarding incomplete or returned Electronic Fund Transfer payments; and
- Other minor revisions.
- Council approved Subdivision file No. 4340-25-9153 for Lots 1 & 2, Parcels A & B Plan 66192 WLTO in SE 1/4 36-7-3 EPM, to create one additional lot for commercial development, and a bare land condominium for multi-family residential development, subject to the following conditions:
- That variance orders be obtained as necessary to ensure compliance with the Zoning By-law; and
- That a Declaration of Right of Way be obtained for the proposed shared driveway.
- Council approved a total of $367,256.88 for payment by cheques and electronic fund transfers.
- Council approved the August 31st, 2025, Financial Statement as presented.
- Council gave second and third reading to, and passed, Bylaw No. 881-25 to establish the positions of designated officers in the Town of Niverville. As part of this bylaw, Council appointed employees in the following positions to be designated officers:
- Chief Administrative Officer
- Director of Finance and Operations
- Director of Operations
- Director of Planning and Development
- Manager of Finance
- Council gave second and third reading to Bylaw No. 862-25, which established revised water rates for the Niverville public water utility.
- This resulted in an effective increase of 5.45% on water utility bills.
- Council amended the Building Bylaw Inspection requirements to require pit & pipe inspections in House and Duplex builds.
- Council resolved, as required by The Municipal Act, that supplementary taxes as provided by the Manitoba Assessment Service dated September 23rd, 2025, be added to the Tax Roll.
