Welcome to the May 2025 edition of “Last Month at Council”! We had some exciting things happen last month, including:

  • Council approved a conditional use for a Fibre-Optic and wireless internet company in the Business Park.
  • A number of exciting conditional uses were approved for businesses to be located at 300 Drovers Run.
  • And more!

Council May 6th Meeting

  • Council held a public hearing for and approved a Conditional Use for 500 Kuzenko Street in the Business Park. This Conditional Use allows for the setup of a central office building to house electronic equipment for a fibre-optic and wireless high-speed internet service.
  • Council gave first reading to Bylaw 876-25 and Bylaw 877-25, bylaws which together close Venture Way, sell the land, open a municipal road allowance, close a portion of lands taken for public reserve and open a portion of land for public reserve.
    • Bylaw No. 876-25 officially closes Venture Way, which is currently unconstructed and consists of only bare land. This bylaw also permits the sale of the land that was formerly the Venture Way road allowance to the Developer. Additionally, the bylaw also establishes a new municipal road allowance off of Krahn Road that will serve as the access point for the private road the Developer plans to construct as a replacement for Venture Way.
    • Bylaw No. 877-25 closes a section of land currently designated as a public reserve along Krahn Road. This closure is necessary to facilitate moving the access point on Krahn Road to accommodate the private road the Developer plans to build. Additionally, it will lead to the establishment of a new public reserve along Krahn Road, which will then be consolidated with the existing public reserve to the north.
    • Both Bylaw No. 876-25 and No. 877-25 are an essential part of the legal requirements to achieve the goals mentioned above.

    • Copies of both Bylaw No. 876-25 and Bylaw No. 877-25 are available for review and may be examined by any person during regular office hours at the Town Office, 329 Bronstone Drive, or online at https://www.whereyoubelong.ca/town-services/resources/public-notices/.
    • On Tuesday, June 17th, 2025, at 7:00 p.m., the public is invited to join Council at the Niverville Community Resource & Recreation Centre, 501 Centre Street, Niverville, for a combined Public Hearing where Council will hear any person who would like to make a presentation, ask questions or register an objection to Bylaw No. 876-25 and Bylaw No. 877-25.
    • If you are interested in attending or participating in this combined public hearing either in-person or by written submission, you may review all relevant procedures either during regular office hours at the Town Office, or online at https://www.whereyoubelong.ca/town-services/resources/public-notices/
  • Council approved the withdrawal of the application to the Public Utilities Board for the Sewer Utility Deficit, pending the completion of the Sewer rate study.
  • A donation of $97,248.25 (after deductions) was provided by an anonymous donor to Open Health Niverville.

May 20th, 2025 Council Meeting

  • Council held multiple public hearings regarding 300 Drovers Run and the businesses planning to set up shop in this planned strip mall:
    • Council approved Conditional Use application C8-25 for Unit 3, to allow the operation of a family entertainment center (including an arcade, axe throwing, golf and multisport simulator) with direct access to a food establishment next door.
    • Council approved Conditional Use application C10-25 for Unit 4, to allow the operation of a licensed sit-down restaurant and an outdoor patio which will be shared with an adjacent unit, on the condition:
      • The tenant must provide a waste receptacle on the patio and is responsible for emptying the receptacle as needed.
    • Council approved Conditional Use application C12-25 for Unit 2 to allow the operation of a physiotherapy clinic.
    • Council approved Conditional Use application C13-25 for Unit 5 to allow the operation of an eating and drinking establishment, a drive-through, an outdoor patio to be shared with an adjacent unit, and advertising signage consisting of 2 menu boards, with the following condition:
      • The tenant must provide waste receptacles before the menu boards in the drive-through and one on the patio, and is responsible for emptying the receptacles as needed.
    • Council approved Conditional Use application C14-25 for Unit 1 to allow the operation of a dental clinic.
    • Council approved Variance application V6-25 for all of 300 Drover’s Run, varying the following:
      • The east side yard setback to no less than 12 feet;
      • The type of permitted identification signage on the property to allow attached signage and a free-standing sign;
      • The permitted aggregate identification signage on the building to no more than 950 sq. ft., which includes signage on the East and West sides of the building and civic address signage;
      • The number of permitted identification signage to two on the building and the free-standing sign;
      • The size of a free-standing identification sign to no more than 430 sq. ft.; and,
      • The permitted size of directional signage to no more than an aggregate of 150 square feet for 3 signs.
  • Council held a public hearing for and approved Conditional Use application C9-25 to allow at Unit 2 – 21 Main Street an indoor participant recreation service where fitness classes are offered to the public.
  • Council approves Conditional Use C11-25 to allow a registered massage therapist to operate at Unit 1 of 735 Schultz Avenue, subject to the following condition:
    • This location is approved for a maximum of 6 months only, ending November 20, 2025. The applicant can request an extension of up to an additional 6 months with the Chief Administrative Officer.
  • Council approved a change to the 2021 contract with Stantec of an additional $33,217.50, for the design of traffic signals for the intersection of PR311 and Krahn Road and modifications to the same at PR 311 and Mulberry Avenue.
