Manitoba Government Investing More Than $9 Million to Reconstruct PR 311

The Manitoba government is partnering with the Town of Niverville on a new reconstruction project for Provincial Road (PR) 311 that will include several intersection improvements and surface renewal, Transportation and Infrastructure Minister Lisa Naylor announced today.

“Our government remains committed to partnering with municipalities and listening to Manitobans to support projects that improve road safety and deliver economic benefits to communities,” said Naylor. “Niverville is experiencing one of the fastest population growth rates in Manitoba, and with the recent development of a major film studio in the area, traffic volumes are increasing significantly. Investing in expanded infrastructure will not only enhance safety and quality of life for residents but also strengthen the region’s commercial and residential sectors while supporting the growing creative industry.”

The Manitoba government and Niverville are cost-sharing the $17.65 million project, with $9.65 million in provincial contributions, which will reconstruct and modernize PR 311 from 0.1km west of Wallace Road to 5th Ave, building on the already completed project from 5th Ave to 6th Ave South. The reconstruction project will include expansion to a four-lane cross-section for the western half of the project, land drainage system upgrades, additional turning lanes, a new roundabout and improved signalization along with upgrades to the municipal streets connecting to PR 311.

“Being the fastest-growing community in Manitoba, the Town of Niverville is keenly aware of the strain put on our local infrastructure.” said Myron Dyck, mayor of Niverville. “This is no more evident than along PR 311, the backbone of our community. That is why the Town is excited to be part of this announcement today, as these funds will not only help rebuild the PR 311 to support our current growth, but will also prepare our community to continue to grow at the same pace far into the future.”

Once construction is complete, ownership and responsibility of PR 311 from Wallace Road to 6th Avenue South and Provincial Access 622 from PR 311 to the south limit of Niverville, will be transferred to the Town of Niverville. This includes responsibility for road maintenance, traffic authority and future improvements, while the province will retain responsibility for operating and maintaining traffic signals on PR 311.

The reconstruction addresses increasing traffic volumes driven by residential and commercial growth in Niverville, including new developments that are expected to significantly increase vehicle activity along PR 311. Improved intersections will help reduce congestion and enhance safety for commuters, residents and local businesses.

Design work on the project is nearly complete, with tendering expected in 2026 and construction targeted later this year.
